I believe that the answer to the question "what is being integrated?" is "the country", that is, the country where this airline is based. "Integración nacional e internacional" is an explicit part of the official government transport policy of this country, and relevant texts refer to "la integración nacional e internacional del país" and say that "La ubicación geográfica estratégica [del país] permite que el servicio del transporte integre al país con otros al igual y también permita la integración de terceros entre sí".

In other words, the airline aims to promote the internal "integration" of the country in question and also its "integration" with other countries. "Integration" here presumably means connectedness.
