In my opinion, participants should not be able to comment other participants' entries, since it seems clear to me that in general this is used to "run those entries down".

We are very excited to announce that the latest ProZ.com translation contest, “The Tides of Tech” has made it to its finals phase, and you can vote for your favorite translations until December 6th.

And thanks, of course, to the raters and voters for your participation. 44 language pairs remain in the competition, and 20 language pairs have been moved into the feedback phase, as the amount of entries or rates was not enough to select finalists.
