Yes i can. These are separate headings with no context (above), but another segment reads:
"Le remboursement de TVA concerne le crédit de taxe cumulé à la date du 31 décembre résultant du différentiel de taux, communément appelé butoir, qui a pour origine la différence entre le taux de TVA appliqué sur le chiffre d'affaires et celui grevant les coûts de production."

It means buffer, presumably in the financial sense. You say there's not much context, but could you share what you have?

(tax) buffer (mechanism)

"buffer" is close the "butoir" and it does seem to be a complicated mechanism to limit taxes.
