It seems there must have been some typos as the grammar seems to have gone awry.
I have translated this as:-
'The Principal Registrar of the State of Miranda, who here signs, Certifies: that I guarantee that the preceding document is Authentic ..'
To me, 'who here signs' is acceptable for 'la suscrita' but I am not being faithful to the source text with 'I guarantee' - I did not want to repeat 'sign' for 'firma'.
All suggestions welcome.
