It sounds like a lien caused by a self-assessment of a tax??? The phrase is meaningless to me. Can anyone shed any light. Yes, I know the questions has been asked before but they don't make sense in this context.

neutral  AllegroTrans: I cannot see how, with no surrounding text, you arrive at the conclusion that a lien is involved-could this not simply be a requirement, set out in the deed, that a party pays this tax?

Explanation:
I agree with the answer of self-assessment. But no one is picking up on US land liens (charges in E&W), nor the conundrum of a self-imposed assess,emt to tax that can be challenged by the Hacienda, subject - in my experience - to the offer of a 'regalo'.

neutral  AllegroTrans: well this is conceivable, but in my experience the property transfer tax has to be paid on execution of the final deed of sale and the notary certifies this

  -> Deed of sale - meaning escritura publica de compraventa. I am pleased you think the tax gets paid on execution of the conveyance. But it needs to be any time pre-reg. You still need to d/w the *federal tax lien* point in US fed. state law.
