directly granted by law or statute

Law if they mean 'право' and statute if they mean 'какой либо конкретный закон'. If you google granted by law a lot of hits are for lawyers who are granted licenses, but there are several ones that say 'granted by law' see below.

OR

directly stated in statute/law

you can google 'powers directly stated in the constitution'. if you google 'stated in law' you will get results for state laws, or 'stated in statute' - statutory or just statute. Google isn't perfect.
