Le projet de loi relative à la création de l’Agence pour le développement agricole (Ada) est dans la dernière ligne droite. Après son adoption, à la fin de décembre dernier, en plénière par la première Chambre du Parlement, le texte est actuellement en discussion chez les conseillers. Une fois instituée, l’agence sera inévitablement l’instrument de référence pour l’application du «Plan Maroc vert». En effet, compte tenu de son organisation actuelle, le ministère de l’agriculture ne dispose ni des moyens ni des ressources humaines et encore moins de la flexibilité nécessaire pour faire du secteur un moteur majeur du développement économique et social du pays.
