Source text - French On définit la stabilisation comme la phase d’une opération, qui, faisant suite à une phase initiale d’intervention voire à un simple déploiement, vise, dans un délai aussi court que possible, à créer les conditions de la normalisation notamment dans le domaine de la sécurité, et à transférer progressivement l’ensemble des responsabilités exercées par la force à une autorité reconnue .
Au quotidien, ce sont davantage la confrontation et la friction des volontés que le fracas des armes qui caractérisent la phase de stabilisation. A ce titre, il convient de procéder en premier lieu à l’examen de l’ensemble des protagonistes et de leurs interactions.

Cet adversaire, plus ou moins organisé, tend toujours à se structurer davantage. Il recherche le soutien moral et matériel de la population, qu’il peut obtenir de gré ou de force, par la terreur si nécessaire. Il est susceptible de bénéficier d’aides extérieures. More or less organized, this enemy always tends to further structure itself. It looks for the moral and material support of the population, which can be got willingly or by force, through sheer terror if necessary. It is also likely to benefit from external support. It sets its action in the scope of information, extending it toward regional, national and international public opinions. Its goal is to conquer populations, at least to split them apart from the Force, to thwart the political process by giving an international stir to its own successes, and to the mistakes and failures of the Force, real or supposed.
