I think that "appelés" may be best translated by "collected" here because the any literal translation of "appelés" just doesn't seem to work (to call for, request, demand, etc). So, what is the point of these fees "being demanded" by the company? To collect the fees. How are they going to do that? By sending a bill/invoice to the client.
