Nas cidades, sobretudo nas maiores, a tradição de protesto vinha de longe e manifestava-se o mais das vezes nos quebra-quebras. Ela se intensificou a partir da proclamação da República, atingindo o ponto máximo no protesto contra a vacinação obrigatória em 1904. A novidade republicana ficou por conta do movimento operário em fase de organização. Foram inúmeras as greves que atingiram a capital da República e São Paulo, além de outras capitais. Seu auge verificou-se durante a Primeira Guerra Mundial e nos anos que a seguiram. Calculou-se que 236 greves foram feitas na capital e no estado de São Paulo entre 1917 e 1920, envolvendo cerca de 300 mil operários. Em torno de 100 mil operários participaram da greve geral de 1917 no Rio de Janeiro. Outra novidade republicana foi a participação política dos militares, jovens oficiais e praças.
