Je connais surtout les fichiers .ini joints à des fichiers à traduire avec TagEditor de Trados où ils servent, à mon avis, pour définir la mise en page. En revanche, on ne m'a jamais demandé encore de les traduire...

Avec ce filtre, le texte à traduire apparaîtra ainsi : "Chaine en français à traduire sauf le html (<p>, <b>, <a>, etc..) ainsi que les chaines comprises entre deux symboles %"
Les guillemets restent parce qu'ils ne sont pas une caractéristique standard des fichiers .ini. Il est possible de les séparer du texte à traduire avec une règle de segmentation.
Il est possible également d'identifier le HTML à ne pas traduire dans Options, Validation des balises, Expression régulière pour les balises personnalisées : <.*?>
