Translators vary quite a bit in translating this kind of term from Brazilian Portuguese. "Normative" is stilted or outdated in English, in my opinion. The reader would "stop" at it. At the Dept. of State we adopted "regulatory act."
As for "portaria" - which you haven't asked about, the translations vary even more widely. Ministerial Directive was preferred by the Brazilian Embassy at one time. Others like "directive." Or "administrative order."
