Looks simple at first, but requires knowledge and/or research concerning terms specifially used by the European Court of Justice - many a bilingual person will not know these.

Then observations is the best option, I suppose it has all the possible meanings of Spanish term. I didn't include it in my answer as it was already in Taña's reference, btw

I consider "observations" the classic form, which I would normally use in academic texts. However, one of my clients insists on "remarks", so I'm now accustomed to using that as well. For some reason I see it as slightly more formal than "comments", but that's probably just subjective. I think "objections" is too specific in this case, without further context.
