neutral  Simon Bruni: How do you know it's not a general comment about what these people "tend to do", Robert? I can't see enough context to decide it refers to a current state of affairs. Once again, the asker should take the time to provide more context

  -> Based on what the Asker provides, the context seems to be that of remedying friction/bad feeling/hostility between two parties, and I therefore do not see how one can construct a sentence containing "makes enemies" that will work here.
