Type of Survey I am sure that the instructions are intended for a survey administrator, since it is an interview and is meant to be administered orally.

What type of survey? Is this survey intended to be administered orally between an associate of the company conducting the survey and random consumers (as opposed to being printed and sent out through the mail, to be completed independently by the recipients)? That's what it seems like just from what you've given us. If this is the case, then the instruction makes perfect sense: it is intended for the survey administrator, not for the end consumer.
