The only context I have for this is that it is someone's job. A survey asks "What job do you do?" and the customer responds with the above term.

Could the 正 mean "acting"?

Chief, Ocean Engineering Division

Here 正 simply indicates he/she is the current chief, but it doesn't need to be stated. 'Acting Chief' would be written as 代理處長. Obviously if the title were to be written in-line you could write it as "chief of the ocean engineering division".

Oceanographic Engineering Head of Department

The 正 here is symbolic and signifies that this person is in fact the actual head of department i.e. there is nobody else above in the organizational hierarchy.

It does not need a translation.

China is still very hierarchical, and people will often claim to be manager / director etc but are in fact a deputy or assistant. The true "top banana" will seldom be "in public" except for the most special or important of occasions.
