I know what both a plainte et saisine mean; however, I'm not sure how to word this correctly:
Company X est á l'origine d'une plainte sous forme de saisine du Conseil de la Concurrence....

Hi,

sous forme de saisine = in the form of submission to the Council of Competition

In other words, Company X wants the Council of Competition to legally handle this complaint which has been filed.

No reason to translate "à l'origine"(clearly impied that company X is behind it)
