Just added the term" oversestimate/overestimation" to the answer, and then realized you suggested the same thing. Yes! I think "overestimate" is the proper term in this context. Thanks!

"liberal"/"Conservative" also fit in this context.To stress the "overestimation"of costs in contrast with the "underestimation"of profits, it is still a money making deal---I prefer the use of "overestimate". Thanks!
