Since it seems to be about a new arrangement of the \"relics\" on display in this museum, it probably means they did not display all of the available ones (such a commmon and, often, messy way of displaying them in Italian museums!), but just those deemed to be most relevant to conveying ideas and to recounting events.

I think that "terse" is the adjective normally used to refer to a style which is "concise", but I'm not completely sure you can use it in this context.
"The terse use of relics"? Can you say it?
Probably here it means that there are only few relics (in the museum) but of great significance (because they are particularly evocative or important relics...)

IMHO they mean that that each "cimelio" in the exhibit serves a purpose - so in a way "essenziale" here could mean both "indispensable" and "basic". The "cimeli" are carefully arranged to "tell a story" and so as to reflect this new approach to history, based more on the day-to-day life of people than on the public, epic aspects of the age.
