En todas las gestiones administrativas/legales/de negocios etc que un indiividuo esté involucrado siempre estará por delante su doucmento de identidad en primera instancia. Como se ve también está el RUC y si la condition lo amerita la cédula diplomática.

As the context is a list of codes for tax purposes, I think it really refers to the number rather than the "carnet" per se. Like "folio", which usually means the folio number rather than the folio per se.

The link is aimed at expats and explains in plain English what a NIE is. The fact that UK citizens don't have or need to carry an obligatory ID card means that there is no "official" standard translation is what is complicating the matter here. I'm really looking for an "official" sounding term. My clients says to use "IMMIGRATION ID NUMBER"...but I'm still not convinced.

What I've also seen, but to a lesser extent: foreign registration certificate or card.
Mixing up all the words in a different order, you get a nice new combination... (this is a joke)
