Thank you Carol! I thought "child education" that Karl suggested was OK too as it has 7.5 million Yahoo search hits. But as you say, one has to take into account the context.

to promote schooling/education of minors

The original says 'menores' and I would leave it as 'minors'. Using 'children' omits teenagers and young adults which fall into the category of 'menores'
