Here's an second answer that addresses people's concerns. I think it's what the author really means.

It would help to know the surrounding text. Is it an item in a list? Part of a section of running text?

"Captar" means gather, collect or determine, not monitor.

The term means "how frequently should the market be researched to determine current best practices"

Hi Robert, I agree that it's a stretch, but a literal translation like 'regular monitoring to discover and adopt good practices' is a mouthful that I don't think is necessary.
