In an academic paper on "colaboración con el entorno regional" (which is part of the title) in Mexican universities.

For context, the paper explores how Mexican universities are working with the private sector, and how "outreach" is described in university regulations ("normatividad universitaria") - whether they have outreach plans, strategies, etc. The author is deliberately using "colaboración" and "vinculación", which I have as "collaboration" and "outreach" respectively, interchangeably (to open the door to a discussion on the difference between the two concepts).

The author keeps mentioning "colaboración/vinculación con el entorno (sometimes with an adjective added: regional, económico, social, etc.)".

I don't think "environment" really cuts it, in this context. To my mind, at least, you can't really collaborate/work with an "environment".

The sentence I have in mind here is: "La vinculación es, además, un proceso que articula las funciones sustantivas de docencia, investigación y extensión para una **interacción efectiva con el entorno social y económico**, asegurando beneficios recíprocos a los socios de los acuerdos...

I'm well aware there probably isn't a one-size-fits-all solution here (although this would help, because the word is included in the title of the paper and as a keyword). My current translations for the part with "entorno" in parentheses:

"... el conocimiento generado en universidades y la formación profesional y de posgrado tuvieron como parte de sus propósitos la atención a los problemas del entorno, dando pie al fortalecimiento de la vinculación" (one of the purposes... was to address regional issues,...)
"las características institucional-organizacionales de la vinculación con el entorno, de las universidades públicas estatales" (outreach with the surrounding region)
But: "el entorno político-ideológico internacional fue consolidando una exigencia adicional para que las universidades se orientaran..." (here, environment/climate is OK).

For "interacción efectiva con el entorno social y económico", I considered "effective interaction with the social and economic landscape" but it could perhaps be better rendered simply as "with society and the economy".

Or is my aversion to "environment" unfounded?

as you mention the private sector, I think it's plausible to use "agents/actors" as a personalization (US)/personalisation (UK)

If you're in a Commonwealth country, then it's probably personalise, if you're in the US, it's personalize. This is related to etymology. All of these words are of both French and Latin origin, with the US preferring Latin and the UK preferring French spellings. ... There are several variants in English spelling.

"Vinculación con el entorno" puede leerse como local [outreach], mientras que "entorno político-ideológico internacional" might be read as context; international political and ideological context.

And so I think that the idea of local context, local conditions, might be a generally good approximation to entorno in your text -that should be adapted case by case anyway.
