Literally "the factory has closed". It's commonly said of a woman - or, more rarely, a man - who has children and doesn't want to have more.

More context: for a TV show, a woman who's getting married soon is being interviewed. When asked about kids, she mentions her sister:

Eu sempre pergunto a ela, "irmã, você não pensa em ter mais filhos?".
E ela me fala, "Não. Minha fábrica fechou e agora a sua inicia."

I don't think it necessarily means she's got her tubes tied, but you're right that it's commonly used as slang for getting the operation.

I'm pretty sure it means that the woman has got her tubes tied, and not just made the decision to not have more children. I'm at loss for other expressions, but Mark's answer seems to be the closest.
