If I understand this correctly, the حق الامتیاز is paid by a company (or some entitiy) to the government in order to participate in the mobile phone plan.

In this case we do not use "royalty".

Here is the definition of "royalty":
"A payment made for some right or privilege, as when a publisher pays a royalty to an author for the author's granting the publisher the right to sell the author's book."

For the usage in question, the most common word would be "fee".
