While strongly ***national in emphasis***, this movement had the effect of strengthening ties with Europe: at first, the teachers were French or Italian; and the translation of technical works was stimulated by the foundation in 1833 of the School of Languages, which gave rise to what is known as the nahda, or ‘renaissance’ of the Arabic language.

Can't quite get the sense of it. Does it just mean that the emphasis of the movement was national, i.e. that the movement's nature was strongly national?
