The NNN reminds motorists that several new **traffic laws** passed by the legislature and signed by the governor will take effect with the new year.

Se trata de un comunicado oficial sobre nuevas regulaciones
de tránsito en California.

He estado investigando pero no logro entender porqué en inglés se hace la distinción cuando ambos términos, según mi opinión, significan lo mismo. Por ejemplo, en el sitio que más abajo incluyo, se mencionan ambos términos pero, en definitiva, estos se usan indistintamente para referirse a lo mismo.

¿Bastará decir "leyes de tránsito" para ambos o, efectivamente, es preciso hacer algún tipo de distinción y cuál? No creo que exista algo así como "leyes de conducción" para referirse a "driving laws", o sí?

Sandra. I think there is a distinction between "driving" and "traffic", since "traffic" would also include pedestrians, cyclists, etc. Pedestrians and cyclists also have rules to follow.
That said, I believe the most commonly used term, and the one that seems to apply to your text, is "driving laws". Just an observation.
