It seems to me that "to count towards" is a good translation of imputer in this context.

Il peut être prorogé une fois sans que sa durée totale excède vingt-quatre mois. Son accomplissement ne peut être fractionné.
L'engagement de volontariat international en entreprise est conclu pour une durée de six à vingt-quatre mois et doit être accompli auprès d'établissements et de représentations à l'étranger d'entreprises françaises ou d'entreprises liées à ces dernières par un accord de partenariat ou auprès de collectivités territoriales ou d'organismes étrangers engagés dans une coopération avec la France ou une collectivité territoriale française. Le volontaire doit passer au minimum cent quatre-vingt-trois jours par an à l'étranger pendant la durée de son engagement.

The article of the Code du Service National concerns French nationals going abroad on a volunteer programme. So it seems they're the subjects here. Now a French citizen of course is allowed to stay any lenght of time in France without any justification. However volunteers abroad according to the terms of this scheme apparently MUST stay ABROAD for at least 183 days a year if volunteering in a business enteprise (it's a different matter if their servce is for public institutions). This means that by converse they are allowed to be back in France only for the remaining days of the year. Or at least so it seems form the L122-3 cited in the references. Indeed among the reasons for this "stay on French territory" are holidays, a time when they arguably would not be volunteering.
I just had the thought that in that case we're talking here of a different type of authorization to stay than that of a foreign volunteer in France.
Anyway, the proposed translation is semantically perfectly fine either way of course.
