Ce texte a été traduit de l'arabe d'abord, et maintenant il y a l'étape ANG>FR. La traduction est à destination de la maison mère de cette nouvelle société, établie en France.
Petit commentaire au cas où j'aurai semé le trouble sans le vouloir.
Mon commentaire était simplement mon interprétation en terme d'équivalence Fr (en rapport avec l'indication sur le destinataire), j'avais la même lecture avec "obtain" que Conor, mais oui bien sûr la société saoudienne ne sera pas immatriculée au RCS, mais à son registre de commerce (comme l'a proposé ph-b dans sa réponse, rectification à juste titre pas de problème là-dessus), les informations provenant de ce registre, le certificat d'immatriculation (d'une société saoudienne) sont l'équivalent de celles trouvées dans un Kbis.
(Toujours en raisonnement par équivalence) Comme on évoque la signature des statuts de la société, l'étape suivante est la diffusion de l'avis de constitution pour pouvoir demander ensuite l’immatriculation de la société (et donc recevoir le certificat). C'est l'ordre en Fr et semble l'être aussi en Arabie Saoudite selon la référence de Chris. Voilà, désolé pour la confusion occassionnée :)

Chris: yes, I will use "certificate of incorporation".
You first register, then you get a certificate of registration. Basically a combined procedure. It's your call which of these to use for your translation, but I don't think it matters alot which, because both are implied. I wouldn't call the certificate a Kbis though, because Kbis is actually the name of a French form.

AllegroTrans has identified something that I didn't make explicit: the English is a bit Dodge City. Voir mon échange avec Tony M sur les imprécisions éventuelles du texte source, plusieurs heures avant le message d'AllegroTrans, qui ne fait que reprendre son contenu. Quant au message de Samuël, concomitant à ma réponse, je ne vois pas ce qu'il apporte de plus, sans parler du fait qu'on n'utiliserait pas le terme Kbis dans un document tel que le vôtre. Rien de personnel évidemment, juste une rectification.
..."commercial register" is the language used by the Saudi government. Looking at a couple of sites which explain the procedure, it's fairly clear that what they really mean is registering the company at the Saudi Register of Companies (they call it the Commercial Registry). I would, as already suggested by two answerers, call this the registre de commerce, and avoid using “Registre du commerce et des sociétés” (RCS) which would make things sound as if the system is identical to that of France.
It's interesting to note that Microsoft recognises Saudi English as a variant (not that Microsoft is especially an authority in these things, but anyway).
It appears that incorporation happens at a previous stage: "appear before the notary public to incorporate a xxxxxxxx xxxxxxxxx limited liability company" as in the context I posted.

L’immatriculation au RCS - matérialisée par l’extrait K ou Kbis - concerne toutes les entreprises et tous les entrepreneurs dont l’activité est commerciale, qu’il s’agisse de personne physique ou morale. Cette distinction entre personne physique et morale conditionne le type d’extrait à requérir :
-> extrait K est destiné aux personnes physiques (ou L s'il s'agit d'un établissement secondaire) -> extrait Kbis est destiné aux personnes morales (SARL) (ou Lbis s'il s'agit d'un établissement secondaire)
