Very rarely, empirically, does widen out not work as a translation for 'ampliar' in many contexts though, oddly, is not translated as such in any KudoZ glossary entry.
Again, for UK legal consumption, a non-binding agreement is preferred to any hint of a binding contract.
The Council, however, would like to make this opt-out permanent and widen it, in fact. europarl.europa.eu El Consejo, sin embargo, querría hacer permanente dicho opt-out y ampliarlo, de hecho.
