sugiero una construcción más libre y natural en español que recoge bien la idea.

John Emil List eludiría a las autoridades de la ley y el orden durante 18 años de frustración para los agentes de policía.

Yo diría que hay infinidad de maneras de expresar esto (como prueba de ello las múltiples propuestas ya aportadas).

Pero creo que es importante reflejar que la frustración es "progresiva" y "constante" y que aunque suene un poco más "largote", un gerundio aquí se integra bien con la idea de que el tipo estuvo tocando los... durante la friolera de casi dos décadas. ¡Que ya se necesitan pinreles! (por no decir otra cosa más soez)

John Emil List eludiría a las autoridades de la justicia durante 18 años en que los agentes de policía verían aumentar su frustración año tras año.
