Portuguese term or phrase: baixa
Hi - this is in a questionnaire about the various times for stages of customs clearance. Country is Cabo Verde.

It occurs under the heading 'Levantamento da Mercadoria', among the following items:

- Autorização de levantamento da mercadoria
- Baixa na Enapor (the port authority)
- Solicitação do contentor à Enapor

And again under: 'Desova da mercadoria no porto'

- Baixa na Guarda Fiscal
- Acompanhamento da Guarda Fiscal

can this simply be something like unloading? I'm a bit confused... The only other time the 'baixa' is referred to is in the delay between the 'baixa' and 'acompanhamento' at port referred to above is discussed, the following being stated:
entre os encargos pagos à Enapor e o acompanhamento para a desova no porto o tempo médio é de 2 horas e 50 minutos.

Many thanks in advance!

Explanation:
A gente usava a palavra "liberação" como sinônimo de "baixa". Primeiro liberação/baixa na EMAP (empresa maranhense de administração portuária) e depois na receita/alfândega.

I don't see where "write-off" can be negative. One of my areas of expertise is Accounting, and it's a regular term to "remove from a list" something that is listed for some kind of issue that has been resolved, or a debt, for example, that has been paid. It simply means to remove from the records or list. Although the list may be negative, like a debtor's list, the removal, or write-off, is not negative at all. As a matter of fact, it's a positive thing to be removed from that list.

Notes to answerer
Asker: Write-off is very negative... like cancellation of a debt because of non-payment. It doesn't seem to fit the context?
