Not sure how you might wish to express this, but I think it is important to make it perfectly clear that those who are sccuessful at the end of the concours, qualify for a position as an adminstrator within a hostpial service. The administrative attaché are part of a hospital's administration and are answerable to the hospital director.

Discussion
In this particular instance, if you read through the CV and then check the EHESP courses in preparation for the civil service entrance examinations, you can see that this individual has a "doctorat en droit médical" (meaning of "docteur" here), in other words a PhD in medical law. Not the order, this is not a medical doctor with a qualification in legal medicine (which is something else altogether.
She is also a qualified avocate, registered at the Paris Bar and is now clearly aiming at a senior-level adminsitrative post within the French health service, either as hospital adminsitrator or as director of a hospital. It is a rather typical pathway through to this type of career.
