¿Alguien me puede aclarar el sentido de la expresión "purporting to" en este párrafo? No le veo sentido a una autoridad que "supuestamente tenga jurisdicción" o que "pretenda tener jurisdicción". En todo caso tendría que estar claro si la tiene o no la tiene, ¿no?

A lo mejor así tiene más sentido. En vez de tener que comprobar que efectivamente tiene jurisdicción bastaría con que lo aparentase.
