Here's a usage of "have" that my E-R dictionaries don't cover. I'm translating an interview with someone who discusses a structured teaching model. He was describing in what order he does things in the classroom, and said something like: "Before we begin the discussion, I have a few people state their points of view." Here позволять doesn't quite convey that meaning, since it implies that the students are extremely eager to discuss their points of view (which may indeed be the case, but that's not being emphasized); what's being emphasized is the handover of action. If two interpreters were working in a booth, and it was time to switch, one of them might say, "When I finish my shift, I have the other interpreter take over." Here позволять doesn't work, and nor does разрешать. How would Russian handle that sentence?

Explanation:
In the first case, "Прежде чем мы начнем дискуссию, я даю возможность нескольким учащимся высказать свою точку зрения".

In the second case (with two interpreters), "Когда я закончу свою смену, меня сменит другой переводчик" (it's not good "смена-сменит", needs paraphrasing, but I just give you the meaning).

Common purpose of "have" in both cases, as I see it, is to transfer the action from the speaker to other people (students, another interpreter, etc.).

  -> I don't agree. "Дать возможность" в том смысле, что не перейду сразу к дискуссии, а предоставлю возм-ть (дам время) высказаться. Тогда как "позволю" несет такой оттенок, что будто бы до этого им запрещали говорить, а теперь вдруг милостиво разрешили. :)

Explanation:
The model should be adapted depending on the context. In your example with students it would be дам нескольким студентам изложить свою точку зрения or alternatively заслушаю(ем) мнения нескольких студентов. In the example with the interpreter I would use a different model: когда я закончу... меня заменит мой напарник.
