Jedino pronalazim Tenderer's Declaration. Za zajednicu ponuditelja našla sam prijevod 'group of tenderers', mislim da se on najčešće koristi, ali ne mogu naći nikakav njihov declaration ili statement... hvala :)

Izjava o zajednici ponuditelja = they are declaring a joint bidding, nothing more - what arrangement joint bidders have between themselves is not the issue. (one-off agreement, long term partnerships, joint venture, impending merger, whatever ...)

JOINT VENTURES: AN OVERVIEW
A joint venture is a legal organization that takes the form of a short term partnership in which the persons jointly undertake a transaction for mutual profit. Generally each person contributes assets and share risks. Like a partnership, joint ventures can involve any type of business transaction and the "persons" involved can be individuals, groups of individuals, companies, or corporations.
Joint ventures are also widely used by companies to gain entrance into foreign markets. Foreign companies form joint ventures with domestic companies already present in markets the foreign companies would like to enter. The foreign companies generally bring new technologies and business practices into the joint venture, while the domestic companies already have the relationships and requisite governmental documents within the country along with being entrenched in the domestic industry.

Miomira Brankovic: Joint venture je nešto sasvim drugo, to je zajedničko ulaganje, zajednički poslovni pothvat, a ovdje se radi samo o grupi ponuditelja koji se udružuju radi davanja zajedničke ponude. A ni izvor vam nije baš najpouzdaniji (nije sa EN govornog područja)

takve se zajednice po mom iskustvu najčešće nazivaju consortium of bidders, bidding consortium ili slično ... a naručitelji u tenderskoj dokumentaciji specificiraju što izjave koje traže trebaju sadržavati, mislim da nema "svjetski propisanog" :) jedinstvenog obrasca koji bi imao i jedinstveno ime , tako da mislim da ne možete pogriješiti ni sa statement ni s declaration

naravno, ne znam vaš dokument, kome je namijenjen i slično, ali načelno rekla bih da, ako ste se odlučili za tenderera, tender documentation i dr. ne trebate mijenjati, može biti i consortium of tenderers; ja sam navela consortium of bidders i bidding documents jer mi je "u prstima" :), češće koristim

INFORMATION ON TENDERING
1.1.Participation
Participation in this tender procedure is open on equal terms to all natural and legal persons coming within the scope of the Treaties and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. Where the Multilateral Agreement on Government Procurement concluded within the WTO applies, the participation to the call for tender is also open to nationals of the countries that have ratified this Agreement, on the conditions it lays down.
1.2.Contractual conditions
The tenderer should bear in mind the provisions of the draft contract which specifies the rights and obligations of the contractor, particularly those on payments, performance of the contract, confidentiality, and checks and audits.
1.3.Joint tenders
A joint tender is a situation where a tender is submitted by a group of economic operators(consortium). Joint tenders may include subcontractors in addition to the joint tenderers. In case of joint tender, all economic operators in a joint tender assume joint and several liability towards the Contracting Authority for the performance of the contract as a whole. These economic operators shall designate one of them to act as leader with full authority to bind the grouping or the consortium and each of its members. It shall be responsible for the receipt and processing of payments for members of the grouping, for managing the service administration and for coordination. The composition and constitution of the grouping or consortium, and the allocation of the scope of tasks amongst the members, shall not be altered without the prior written consent of the Commission.
The tenderers should indicate in their offer whether the partnership takes the form of:
a) a new or existing legal entity which will sign the contract with the Commission in case of award or
b) a group of partners not constituting a new legal entity, who via a power of attorney, signed by an authorised representative of each partner (except the lead partner), designate one of the partners as lead partner, and mandate him as lead contractor to sign the contract with the Commission in case of award
