According to the UK information commissioner: A layered notice usually consists of a short notice plus a longer notice.
The short notice contains basic information, such as the identity of the
organisation and the way in which the personal information will be used.
This can be used where there is not enough space to provide more detailed information, for example in an advert. The short notice contains a link to a second, longer notice which provides much more detailed information.

terminología empleada por la propia UE. También aparece mucho "multi-layered notices", que lo traducen con "avisos de múltiples niveles".
La expresión suena algo incomprensible, quizá mejor la traduciría por "avisos estructurados en niveles" o "avisos con información estructurada en niveles"
