scare (possibly a typo)

English Bus/Financial
We believe that most companies have now satisfied most of their refinancing needs for 2003, so that issuance is headed lower into the year end. On the demand side, insurance and pension funds requirements for attractive but ***scare*** long-duration products will likely preserve the strong bid for corporate bonds for the reminder of this year.

Is this a typo?
What could the correct word be?

Pension funds need to invest in secure long term, inflation linked income streams to meet their pension promises.

I am 99.99% sure. Long-term corporate bonds are relatively scarce in comparison with short-term debt equities. On the other hand, "secure" doesn't make any sense. First, long-term corporate bonds are NOT as secure as short-term ones. Secondly, even if I had no clue about securities "attractive but secure" is self-contradictory : secure IS attractive (at least when it comes to investments)

agree DGK T-I : and the 'strong bid'on the demand side,for the rest of the year-'scarcity'(demand exceeds supply)makes sense as cause of this(secure not impossible AFAIK,but I think less likely)
