Typically Italian phenomenon. Far from "tourism". The latter usually applies to people from rich countries going for cheaper cures (particularly dental) to poor countries. In Italy, conversely, what with the national health coverage, patients from poorer regions (generally the South) commute for better health care to the richer and better organized regions (North and Centre). Another shuttling of patients is rural-urban (very typical for the USA)

You need not apologize: in this case no context is really needed; and requiring it peremptorily is, in my view, nitpicking. "And the sun also rises" hardly needs any further specification of context, be it a quote from the Ecclesiast or title of a novel by Hemmingway... "Pendolarismo sanitario" is as standard in Italian healthcare-related texts as is "appendicectomia". Would they indignantly require context for that too? However, as Russians say, "you can't ruin porrige with butter", and context is that butter: the more of it you put in the better!

I didn'r realise that rather than being linguistic this is a forum dedicated to psychology and clairvoyance, set to determine what colleagues "think".
I too do think that context is important; just happen to think that at this instance it's not as important as to make a big deal out of its absence. I also "thought" that my note above states the case clearly enough. However, it wasn't enough for mr/ms fbbest, in spite of the fact that you also indicated the objective lack of further context. What else can we do? :)

commuting does not imply returning the same day, or even the same month. It is perfectly legitimate to say in English, say,"I commute to New York once a month/a year,etc".Commuting meand being pedular; the frequency of the swing is of relative importance.

some context would be nice, but it sounds like this is the meaning (going abroad to get better or free healthcare which isn't available in your own country)

you may well be right, but its still a form of health tourism, I would say the term still applies

Our Russian collegue is definitely thinking to deal with students and not with peer-collegues. 'nitpicking?...?
Il “pendolarismo sanitario” è quindi diventato un vero e proprio fenomeno sociale.
Abbiamo destinato sempre maggiori risorse al sostegno economico delle famiglie, incrementando il budget di più di 7 volte nel periodo 2004/2009. Anche tra gli enti non profit, concedere gratuitamente un alloggio per più di 9 mesi ad una famiglia è un fatto raro. La scelta di AIL Milano è estrema e, si crede, ben motivata. Alle ragioni sopra menzionate (la malattia colpisce anche la capacità di produrre reddito) se ne aggiungono altre due. La prima è che AIL è un’organizzazione di volontariato e si rifà con convinzione al principi della Legge 266/91 che prevedono che la sua attività e quella dei volontari siano totalmente gratuite. La seconda ragione è che il sollievo da gravi preoccupazioni economiche può avere ripercussioni positive sul benessere psico-fisico dei pazienti e sull’armonia del vissuto familiare.
