| the clerk of the senate 上院書記官長 Explanation: The Australian system uses a hybrid UK/US system as a model so 書記官長 may be an option. The Australian term `Senate` for 上院 is different from the UK `Lords` but 上院 clearly/efficiently/elegantly expresses the `upper house` idea I think.
