Asker: ご協力ありがとうございます。上院事務局という言葉は私も見つけたのですが、これは”the office of the clerk of the senate"にあたるものかと思います。上院事務局の一番上位に当たる人物が”the clerk of the senate"であり、これに対する定訳を探しています。事務局、ときたら事務局長としてしまいそうですが、それでいいものなのかどうかと・・・

Explanation:
The Australian system uses a hybrid UK/US system as a model so 書記官長 may be an option. The Australian term `Senate` for 上院 is different from the UK `Lords` but 上院 clearly/efficiently/elegantly expresses the `upper house` idea I think. It should also be noted the role & standing (位・立場) of the Clerk of the Senate (注意**note capitals!**) is different to the political appointee `**President** of the Senate`.

1) the Clerk of the Senate that you mention has a capital "C" which would indicate that he is the chief clerk in the 事務局.

2) It seems logical that the "Clerk of the Senate" would be the "上院事務局長."

The below website defines "the Senate Chief Clerk" as "上院事務長."

Explanation:
定訳は見当たらないようですので結局どういう訳を取るかという問題になると思われますが、ざっとサーチしただけでは、前衆院議員の谷口隆義氏のホームページで前Clerk of the Australian SenateのHarry Evans氏を"上院事務総長"と表記しているケースと、豪州邦字新聞記事で"上院事務局長"といっているケースだけが見つかりました。とりあえずこういう例がありますというものです。
