The phrase "serve sth on sb" is very widely used in legal texts. I myself have frequently used it in legal contexts similar to what you have described, and none of my clients has ever had any difficulty understanding it, nor have they had any objections.

Regarding its usage, it is NOT used in the general context you included in you question. It is ONLY used in legal process.
Example, spouse wants to divorce spouse: the legal papers are "served" on the other...this means the other spouse has been informed legally. Depending on the issue "serving" itself may be by registered mail or maybe by an officer from the local sheriff's office going to the office/home of the person being served.
Regarding your question on ابلاغ کردن حکم اداری / نامه ی اداری there are various ways this is done in the U.S. There are special publications and websites (for example http://www.gpoaccess.gov/fr/ for Federal announcements) and there are others for court decisions.
If it is a very small subject or item, related to a company or business, the information may be printed in a company newsletter...for example a change in medical insurance policy. Or it may be in the form of a letter to each employee.
Again, we do not use "serve" for providing this kind of information. We would say "inform/announce/notify"
