to try on the shoes of...

This is related to expressions such as "stepping into someone's shoes" or "filling someone's shoes", broadly meaning "taking their position".
The phrase "to try on [somebody else's] shoes" can be used to say "to try and do what [they] do", as in a sentence like "Trying On the Shoes Of Police Officers" (see web reference below).
Example sentence:

But we, who are sinners, trying on the shoes of a saint, know how little well they fit.

agree Tim Brinkley (X) : Yes, "to try on for size" is the best translation of the 4-word phrase by itself, but they are essentially saying "Poland is considering joining the club of major gas suppliers" (and shale gas could give them entry to the club if they want it...).
