On April 7, the President of Azerbaijan Ilham Aliyev visited the Tallinn Town Hall, one of the landmarks of the Estonian capital, AzerTAj state news agency reported. The Azerbaijani leader was welcomed here by Tallinn Mayor Edgar Savisaar who told him of history of the 14th century building.

Explanation:
Мэрия may have different meanings in Russia.
Sometimes it is the executive branch at a city level, elected or appointed. Moscow is a special case, of course.
In Kazan they mean the whole local government (in a U.S. sense, i.e. including the legislative branch). The closest U.S. term would be "municipal government," as far as I can see.
In this context, they probably mean the building, i.e. "Town Hall" is fine.
