Gaak! I wasn't paying attention to the fact that "формальность" is in the same sentence already. Really, it's so wordy, you might be able to condense it:

"Defining schools as legal entities with decision-making authority is merely a formality, while..." - leaving out both "nominal" and "status" by incorporating the sense of both of them into "defining."

Minimum of freedom=minimum of legal rights. A person, an entrprise or institution which has applied for a tax number - is a legal entity.Without being a legal entity the school does not have a right even to employ a cleaner, because only a legal entity can sign a contract. An infirmity in centralized Russian system of education on one hand and a natural urge for autonomy on the other create rediculous situations.
