No hay que confundir "oferta" ( bid ) con "licitación"( tender ). Son ideas diferentes. Aquí no está claro que se refiera a un concurso público. Parece más bien una operación entre particulares o empresas ( una oferta de compra ).

In U.S. business practice In U.S. business practices, a 'sealed bid' is simply one which other bidders cannot access to compare prices before submitting their own estimate on a project. The government agencies here use this the most, but other prospective clients can request sealed bids, also.
