I. NATURE OF WORK:
A Personnel Specialist is the intermediate or full performance level of professional work in the administration of state personnel programs. Employees in this classification may specialize in a personnel management specific functional area such as recruitment and employment services, classification and compensation activities, employer-employee relations or may function as a personnel generalist. Employees in this classification provide technical advice and guidance and may supervise lower-level professional and paraprofessional personnel or clerical support staff.
Employees receive moderate or general supervision from a higher-level personnel professional or other designated administrator. The work may require travel throughout the State of Maryland to perform on-site visits at State agencies.
Position allocation in this classification is determined by the application of the appropriate Professional Personnel Job Evaluation Standards which addresses specific personnel management functional areas listed above and defines the nature and depth of work required of each level within the Personnel Specialist and Officer series. Point ranges vary depending on the work being performed and the factors used to evaluate positions which may include the scope and effect of work, decision-making authority, accountability, personnel contacts and supervision received and given.

Specialist is one of those generic nouns used to describe support positions, like a clerk. When I translate something like someone's position, I try to stick as close as possible to the original, that's why this would be my choice. If you google labor relations specialist, you'll see that the joy description matches your text.

Asker: I dont think this fits with the job description. It's part of the HR dept of a private company, nowt to do with conciliation/arbitration, which is what the links point to...

Asker: I do like officer, but may decide to leave the decision up to peers on this one, since I don't want to set a precedent by accepting any definitions I'm not 100% happy with.

Asker: I eventually called it Labour Relations Officer but don´t want to set a precedent, will leave it up for peers to decide. Thanks to everyone for the input :)
