Dutch term or phrase: grijze muizen
This is probably very easy, but for some reason it's escaping me:

"Men zoekt toch vooral naar plooibare bureaucraten [in de politiek], grijze muizen."

dull bores

Explanation:

Two grey mice

agree  Jennifer Barnett: But I find it strange that it is not 'little grey men...' - sound wise.

  -> it is strange-because little grey men doesn't really pop up in the context. I think maybe it's because the emphasis is on 'little' men. little pen pushers who bow to authority

agree  Tina Vonhof (X): nice to keep the grey in.

yes men

Explanation:
There are, no doubt, alternatives but I would take this route on the basis of the word 'plooibare' which goes straight to the bureaucrats' malleability in the hands of the real policy setters.
'Article: A society of yes men: our culture of obedience explains the apathy of a Canadian public at such moral odds with its media.(MORAL ORDER)'
PS: OK, what about the yes women? (But I think that this one acquired gender-neutrality via usage!)

Example sentence(s):
  • A society of yes men: a culture of obedience.
