There is the expression "in fatto e in diritto". Obviously, in your petition, counsel wants to highlight and argue the legal aspects and not the facts of the case. If you use an expression like legal aspects/considerations, I feel that it is not formal enough as in diritto means that counsel is arguing the law in favour of his case.
