When prioritizing the menu of investment Projects, the first element to be considered is the Priroda of those Projects. Generally speaking, the Projects fall into one of the following categories: tactical, strategic, emergency, and compliance.

Compliance projects are needed for remaining or for bringing into compliance with rules, regulations or new laws. This type of investment will be particularly important when Serbia becomes an EU candidate. The EU may require, for example, standardised laboratories for complying with Sanitary and Phyto-Sanitary norms, which will imply investing in the necessary equipment.
