create a support network
If you mean "different collaborating associations".If you meant "to put online" on internet, Tim's answer is the right one.

to make known
it seems like it could mean "to make known" but I can't be sure, not knowing what the project is.
Note from asker:

implement/transfer onto the field
This project is aimed at reinforcing local initiatives and transferring them onto the field/implementing them to receive and offer shelter to immigrants.

broadcast and circulate knowledge of
I am certain of the meaning: tell and/or write to everybody you know in the field and ask them to tell and write to everybody they know in the field. It is used in particular by trade unions and welfare organisations in Italy and the information passed around is about groups and organisations unlike the English term "social networking" which is about individuals and friends rather than groups.
It can be used by firms and specially where you have large numbers of very small firms working together.

If you look carefully at your own links, you will see that a social network in English is networks of individuals not networks of groups. The old school tie network.

develop/make/create/build a network
it's this the meaning :)
to create a "ring" that connects different group and institutions that share the same ideas (not always) and objectives
it can involve internet (and it usually happen) but just as a way to facilitate communication among the members of the network
just as an example (but there are plenty of others) please see

link
The simplest way of saying "mettere in rete" is probably "to link (local initiatives)".
You could reinforce the notion with "link up", "link together" or "interlink" if you felt it was necessary.

If you want to maintain the Italian metaphor, you can just use "network" as a transitive verb ("to network local initiatives").

Discussion
I always connect "mettere in rete" with the very similar (clearly not with the same purpose) phrase to "battere cassa".
I think that when people talk about the internet, the word "online" is very popular in Italian, although obviously "in rete" is also used to refer to the web.
but
if you read the rest of the Italian text, the idea of an uploading is reduced to a probability of 1% or even less.
Since it says "mettere in rete le azioni locali dirette all’accoglienza e all’inserimento abitativo degli immigrati" and it clearly deals with connecting different groups that care about migrants and their difficulties. Just this :)
